The framework plan in Hamm includes the Rietzgarten district, East Sports Centre and western part of the Kurpark. These areas serve as important inner-city open spaces for recreation and leisure activities. In particular, the green spaces around the exercise ground and Kurpark are popular recreational spots and hubs for local and regional cycle routes. To the north, the planning area is bordered by the Datteln-Hamm Canal, to the south by the Ostenallee, and transition to the city centre is marked by the Nordring.

The area is divided into three overarching areas, each of which has its own uses, requirements and appearances. The following strategies describe guidelines for measures to strengthen their identities, further develop their corresponding architectural image, emphasise unique selling points and create interesting transitions.

Mobility & access

Different motorised and non-motorised traffic users meet in the area. The aim is to reduce conflict points and create safe crossing options for vulnerable groups and visitors to the sports facilities, cemetery and rehabilitation centre, as well as to guarantee pupils a safe route to school and to develop innovative parking concepts.

Open spaces & vegetation

The area already has diverse vegetation, but requires resilient solutions for the future. Strategies aim to adapt the structures of such open spaces according to stakeholders’ needs. Spatially efficient points, axes and areas are to be further optimised, and integrating the water experiences and other highlights better in the space.

Even though there’s a wide variety of users for the area, despite the different demands there are also many common interests. These need to be further worked out to enable synergetic utilization. In addition, there’s a joint demand which unites all users: finding answers and solutions to the energy transition.

As part of the urban framework plan for the Rietzgarten district in Hamm, including the East Sports Centre and the western part of the Kurpark, various measures are being proposed to develop and upgrade the urban spaces and infrastructure sustainably. Safeguarding and further improving the quality of the existing green areas is the aim, so they can better serve their function as recreational and leisure areas. Extraordinary challenges, such as increased use and the effects of climate change, require adapting the design and maintenance of open spaces. This includes integrating different measures such as heavy rainfall prevention and promoting climate-resilient vegetation. Another focus is on improving the mobility infrastructure to optimise accessibility while reducing traffic in the green areas. By working closely with local stakeholders and the public, we developed 16 strategic approaches such as developing new uses, improving transport links and creating synergies in the areas of energy and open space design. Public participation played a central role in the planning process so we could take into account their needs and expectations. The framework plan provides a direction for future decisions and measures that could contribute to the area’s long-term development as an attractive and liveable neighbourhood.
