How to maintain identity in a changing city?
Spoorzone Hoofddorp offers an overspill town (Hoofddorp) in the polder a unique opportunity to make a leap in urban scale, by making this area a pleasant urban place to live, work and stay. In the area around the station, there is space for up to 10,000 homes, including additional programmes. This is not only good news for people looking for a place to live.
The development of Spoorzone Hoofddorp makes much more possible – for example, the extension of the north-south metro line to Hoofddorp. It will give the whole of Hoofddorp and the city centre an urban boost and make the station a pleasant, lively place, easily accessible by bicycle from all over Hoofddorp. All this requires a different role for the car.
The right of the fastest no longer applies, but cyclists and pedestrians are given all the space and the car is mainly a guest in the Spoorzone. This will create space for construction and for extra greenery.
Polder meets city
Spoorzone Hoofddorp will become an urban area, but it will also remain part of the polder. Urban diversity will be combined with the cultural-historical qualities of the characteristic, original pattern of watercourses, the so-called polder grid, and the Geniedijk (part of Amsterdam’s historic defence line). This will create an urban area with its own identity, linked to the polder.
City of connections
Spoorzone Hoofddorp will be embedded in existing and new networks of space, mobility and green spaces. This will connect Spoorzone Hoofddorp to the surrounding areas, and it will connect to (existing and new) local, regional and international connections.
City of the future
Spoorzone Hoofddorp is ready for the future. Whether in terms of climate or energy supply. Spoorzone Hoofddorp will be sustainable. We can adapt buildings, streets and squares in the future if necessary.
Quadrants in Spoorzone with their own character, mix and urban quality
The sub-areas of Spoorzone now have very different characters and will continue to retain their own signature within a coherent whole in the future. The development framework provides a solid basis: a main structure to ensure coherence with room for flexibility and individuality in the sub-areas. Spoorzone Hoofddorp consists of quadrants with a clear character.
Highly urban environment
The urban diversity and functional mix is greatest around the station. Diversity and density decrease towards the edges of the area. The station, where the extended metro stops in addition to the train, is the logical place to create a highly urban environment.
Buzz, Hush, Fuzz
In order to create coherence in the area and a connection with the environment, a targeted approach is taken to intensity and functional mix. Three zones are introduced: Buzz, Hush and Fuzz. Buzz has a pleasant liveliness and hustle and bustle, contrasting with areas that are characterised by peace and quiet where people mainly live. Along the railway and in areas where the mix of living and working is greatest, there is Fuzz. In the Fuzz zone, it is not possible to live anywhere; the area falls within the LIB zone, where building restrictions apply. In this zone, the emphasis is on working functions. This creates an area that is mixed in a variety of ways and provides coherence with the city centre.
Focus on cyclists and pedestrians
The Spoorzone has been developed with cyclists and pedestrians in mind. The streets and squares are largely car-free and cars are guests here. Thanks to the dense network of cycle paths, the Spoorzone is well connected to the rest of Hoofddorp and its facilities. Since the barriers have been removed and the station has good parking facilities, it has become much more attractive to cycle to the station.
This approach creates space for water and green facilities, which encourages walking and cycling.

Developing the rules for development
Graan voor Visch Zuid
Graan voor Visch Zuid is an industrial area that is being transformed into a mixed-use urban area. In the future, the area will be characterised by a mixture of residential areas and mainly local and regional businesses. Graan voor Visch Zuid will become a productive neighbourhood where people live and work.
Stationskwartier
Stationskwartier (Beukenhort West) is an office park that was built in the 1980s. The vast majority of these offices are now or will soon be demolished. Hyde Park* is now being built on part of the former Beukenhort West. The remaining part will become Stationskwartier: a mixed-use urban area linked to the station. It will be the most urbanized part of the Spoorzone and will complement the city centre in terms of its functions and facilities. In the vibrant Stationskwartier, the lively station square is the beating heart of interaction between residents, employees and visitors. This meeting place defines the character of the area, with deliberate and spontaneous encounters and cross-fertilisation making the neighbourhood a dynamic, interactive urban area.
*Hyde Park: The new Hyde Park neighbourhood will be built on the former Beukenhorst-West office area, between Hoofddorp station and the city park. A total of around 3,800 apartments will be built here.
The polder structure as a framework for urban diversity
Spoorzone Hoofddorp Development Framework
Haarlemmermeer has a severe housing shortage. The densification vision states that the major housing challenge will be met by densifying the existing core areas, including around Hoofddorp station. The development of Spoorzone Hoofddorp will help to alleviate the housing shortage, and the use of public transport will be stimulated by the arrival of the metro, a greater diversity of living environments and additional jobs. The development of the Spoorzone also focuses on the extension of the metro to Schiphol and Hoofddorp, the MIRT (Multi-Year Programme for Infrastructure, Spatial Planning and Transport) exploration of the Amsterdam-Haarlemmermeer public transport link. The area will benefit from the arrival of the metro, creating the potential for a mixed, urban and diverse area around the station (the Hoofddorp Multimodal Hub, or MKH). In a framework based on the characteristic Haarlemmermeer polder, a connected network will be created with the existing city. Different quadrants with their own individual characteristics can develop into a vibrant whole.
